LYNX-DEV First try at plugging download hole

I've tried to adapt Fote's change from the other day to the LYDownload.c
module in response to the CERT advisory.  It's available on
http://www.slcc.edu/lynx/current/lynx2-7-1ac-0.30.tar.gz
I'm not qualified to fully understand or test this fix, but realize
that it needs to be done.

Once again, I'm not able to fill Klaus' shoes...
