        There is no way with that code for anyone to send you a KOI8-R
document "honestly".  It's an issue of what is the least bad of wrong
headers.   The EXP_CHARTRANS code for that section of LYPrint.c does
handle KOI8-R "honestly" (except for the BASE prepending hack), so if
someone wants to send you KOI8-R (almost) "honestly", he/she will need
to use that.
