I think the problem is the way lynx handles ALT="" tags, e.g.,

   <IMG SRC="WHATEVER" ALT="">
   
In my opinion, when this occurs, lynx should regard this as meaning:

   <IMG SRC="WHATEVER" ALT="WHATEVER">
