LYNX-DEV Telnet Bug in WIN32 version 2.7

I downloaded the developmental Lynx 2.7.  I am running it in Windows NT 
3.51, and it seems to work fine off the console, but when I telnet into 
the computer from any other system.  Lynx doesn't reconize neither the 
shift key nor the caps-lock.
