LYNX-DEV Bug in Lynx Ver. 2.7

I just got a fatal error in Lynx Ver. 2.7. To get your very own version of
this error, do the following:

create a file called '~'.
try lynx ~. It doesn't get the file.
try lynx ./~. Same result
try lynx './%7E'. You get a "fatal error" screen!
