Oops, sorry about this one, forget about case-insensitive...
BTW, windows-1252 still _not_ there in any case.

KOI8-R was designed this way :-) Be careful about controls you can make
by stripping 8bit. I have only few additions:
1) Please translate Cyrillic Io and io (0xB3 and 0xA3) to latin "e"
2) Cyrillic hard sign (0xFF and 0xDF) to "'".
3) Copyright sign (0xBF) to "(C)" or even per-charset Copyright sign
4) Non-break space (0xA9) to " ".
