This is kind of a late follow-up and I apologize for that. I postponed the
message and then forgot about it, thinking I had sent it. Since then, I
saw where Fote has added the extra blank line for nested <blockquote>s.
(Thanks.) I decided to go ahead and post this anyway just to bring the
example to others' attention.

Another example of nested <blockquote>s that might actually be intentional
is a displayed equation inside of a reference. If I am referring my
students to textual material (a reference) that contains a longish
equation set in a display, extra indention or at least a blank line would
be exactly what I want.

Example: (formatted as I would like to see it)

  ...
  Notice on page 5, our textbook says

     When in the course of human events, it becomes necessary to assert

        2 + 2 = 5 (equation too long to risk including in a paragraph)

     to separate ourselves from the mental bonds of prior thinking.


  There is a typo in that formula. It should actually read:

     When in the course of human events, it becomes necessary to assert
        
        2 - 2 = 5 (equation too long to risk including in a paragraph)

     to separate ourselves from the mental bonds of prior thinking.
