It does. (Lynx 2.4.2 and 2-5).

However &QUOT, from the subject is not a valid entity, and it should
not interpret it.

Entities are case sensitive.  Ð is not the same as ð, nor is
À the same as &agrave.  Therefore " is a quote mark and
" is undefined.
