Your problem is that you are confusing windoze sort of name resolution based on netbios or whatever they do today, with DNS (Domain Name Resolution).
The translation from a name to an address, name resolution, requires a properly configured DNS server. The requester asks the server with a name and gets an address in return.
Netbios way: the client broadcasts the name, disturbing everyone in the network (UDP broadcast), until hopefully the owner gets the question and responds with its address. Yes, there is WINS and there are better options.
