Ok, I understood what you are pointing to is my HW mac address not netif... Once I change my MAC address to "33:33:00:00:00:01" I could get RA packet and IP assignment is working fine... Now When I am pinging with asssigned IPaddress it failed to ping I could not receive any NS packet (in Wireshark I can see NS packet)... Do I need to change my MAC again after RA to some other address??
