The SYN ACK is never sent so o don't thinkt it's a starvation issue but removed all other tasks and chose the webserver task and tcpip_thread task to priority to 3. The ethernetif_input task gets a priority of 9 and the idle task 0.
The result is the same. No SYN ACK being sent.

successfully returns an ARP.
