I'd suggest reading the Cirrus appnotes and datasheets.

Perhaps you have switched the polarity of the wire pairs? 10baseT 
controllers are supposed to be able to compensate for polarity errors, 
but I have found that it does not allways work as it should.
I have used the cs8900 in one project, and I don't remember having 
thoose problems.
