Problem only with this host?

I tested a libcurl with MbedTls (on Win-10) and there is an issue
with the certificate of api.ipify.org.
With '-v --tlsv1.0 https://api.ipify.org':
  curl: (51) Cert verify failed: BADCERT_NOT_TRUSTED

Maybe related?
