Follow-up Comment #1:
First, this should be a bug report, not a task.
Then, your analysis seems incorrect: commit 4e520c... did not change the
sequence of netif_set_up/dhcp_set_state. This can't have worked before.
The "summary" is correct, though: we should set the state to BOUND before
setting the address (and thus triggering the callback).
