Follow-up Comment #1, bug #31720 (project lwip): I've read parts of RFC 1122 and i agree with your suggestion. Queuing 1 packet would save some code too. RFC 1122 also has a MUST specified for preventing ARP flooding by using a timer to limit the frequency of ARP replies sent for incoming ARP requests.
