Follow-up Comment #6, bug #31367 (project lwip): The solution for me is easy - I will just make the if at the start of update_arp_entry be optionally removed. In my case it might be more of a performance hit to make these tests for every ARP check versus just caching the few broadcasts that do come in. I'll see how it goes.
