Follow-up Comment #10, bug #26069 (project lwip):

As the lwip documentation state:

"If the connection could not be properly established, either because the
other host refused the connection or because the other host did'nt answer, the
"connected" function will be called with the "err" argument set accordingly.

So I think you in this particular state should send  TCP_EVENT_CONNECTED in
stead, as we use this API documentation.
