Follow-up Comment #39:

I have included code to free the oldest packets (not the currently assembled,
however) until enough pbufs are freed to enqueue the new fragment. This is
also done if MEMP_REASSDATA is empty.

I've also included an ifdef around it. Not included that in opt.h so far,
because I'm not sure if we really need to disable it.

Any comments (and tests) are welcome!
