Follow-up Comment #37, bug #20506 (project lwip):

Sorry I didn't post a patch yet. It's a bit different to your patch (see the
attached patch file): It should be 2*mss or 1*mss for both, not 2*mss or
cwnd.

Also, the old value (before calling tcp_process) has to be checked in line
567 or else cwnd will _never_ be 1.

It's all in the patch below.
