Follow-up Comment #41, bug #20409 (project lwip):

Here is the updated file for what def#1 of UP in comment #40 would look like.
This has the changes proposed by Frederic in #38. (I added a DIFF too) (It
still calls dhcp_stop() in netif_set_down(), but that can be hashed out after
we agree on what UP/DOWN mean)

Most of my comments apply only to def#1, which is a change from what lwIP
currently uses, but I really think it would be a GOOD change. If you both
want to stick with def#2, then many of my arguments and proposals are not
valid.
