Details:

We should delay the gratutitous ARP until the link is actually UP, and
regenerate it each time the link comes up new. Therefore, we can use a link
change callback function to hold all the things that should be done when a
new link is established or when a link is broken. 

Attached: Proposed diff for netif.c
Not attached: Need to add prototype to netif.h
