Follow-up Comment #13, patch #5960 (project lwip):

Re timeouts: sort of, yes. But it's a pain if you don't have real per-thread
data. Instead you have to have a table with entries for each thread, and look
it up each time (and this is even worse if threads can be deleted). Anyway,
this is a side issue - more important is whether a per-thread sem can even
work anyway.

With a mutex and condition variable instead of a semaphore, you can interlock
more nicely with the tcpip thread. That's hard now without things like
SYS_ARCH_PROTECT (which just acts like a really large mutex). These would be
per-connection, not per-thread though. But it would more nicely solve the
send/recv safety issue.
