[Ltib] converting filenames to twiki links (lookup)

I've written a cgi script so that it's easy to look up a PPP information
twiki page.

For instance, the twiki page for the file:
tc-fsl-cyg-e300c2-nptl-4.0.2-1.cygwin.i386.rpm
is actually:
http://twiki.freescale.net/bin/view.cgi/MWERKS/74632d66736c2d6379672d6533303063322d6e70746c2d342e302e322d312e63796777696e2e693338362e72706d2e68746d6c
