As Expert's Guide says

| However @Char will fail if the character named is not in the
| encoding vector of the current font.

and latin2 map omits guillemot(left|right).  Just add them somewhere
in control zones of maps/LtLatin2.LCM, e.g. 001 and 002.

Doesn't ... work?  include/bsf defines it as @Char ellipsis
