I don't think you can do this with the general approach
you are taking.

The @Figure and similar symbols do it with their @Enclose
parameter, or whatever it's called.  Perhaps you could
try a captionless @SideBar or something with @Enclose,
targeted to @PageFoot, or perhaps to inline.
