This table will clearly be kept together on one page.  Since
header rows are for when the table splits across multiple
pages, they are clearly useless in this case, and the
error messagegs you are getting are trying to say that.

If you intended to make a multi-page table, consult the
section of the User's Guide which explains them.  You
will probably need to start off with @DP @Tbl rather
than with @CD @OneRow @Tbl.
