Lout should have done better, but I always think of Don Knuth
in these situations.  Speaking of TeX's optimal layout features,
he did not assert that they would produce a perfect document
every time, merely that they would reduce the amount of
manual intervention needed to get one.

I'm not a fan of TeX, but this is a very sensible point of view.
