prg2lout patch for Ruby and 8-bit characters

Hi,

I'v put a package containing a patch to prg2lout and two setup files
providing (basic) support for typesetting Ruby programs at

  <http://www.dynalabs.de/mxp/type/ruby-lout-3.27.tar.gz>

The patch also enables the use of 8-bit characters in strings and
comments.

Both additions (Ruby support and 8-bit characters) might still be
somewhat rough, since I needed them urgently when I made them; on the
other hand, they've worked well for me.  So I'd be grateful for
testing, feedback, and improvements.
