The @OneCol is serving no useful purpose here, and in fact it is
positively harmful because it is introducing an extra, blankc
paragraph before the display.  So

    @CD @IncludeGraphic { file.eps }

would be my first suggestion.  If there is still a blank page
before this display, then I would need to see the preceding
part of the document to offer a comment.
