Top margin strangeness?

I'm using Lout 3.12, and I've noticed that the 2nd page of my documents
have a very small top margin.  I've selected:

@SysInclude { doc }
@Document
  @InitialFont { Palatino Base 11p }
  @InitialBreak { ragged 1.0fx nohyphen }
  @PageHeaders { None }

Is there anything else I need to change to get the top margins to be a little
more acceptable?
