I too sometimes have these problems. I either scale the output of the
EPS from xfig, or my prefered option is to use a scale operator within
lout vis:

    @CD 0.75 @Scale @IncludeGraphic circuit.eps

This will centre display the figure at 75% of both horizontal and
vertical dimensions.

I'm also using the report style within this document and it seems to
work very well for me.
