Numbered displays

The strategy that David Middleton outlined for producing numbered
equations spread over several sections ought to work, but it will
require a number of runs proportional to the number of sections,
and a different name for the tag of the dummy equation at the end
of each section.  Not very convenient.

This is a good example of what happens when you try to get Lout to
do something it really isn't capable of.  Unfortunately I don't
have anything better to suggest.  What is really needed here is a
change in the way that galleys work, so that a galley containing
equation numbers can be distributed over several other galleys
(sections).  Don't expect this any time soon.
