[Logs-devel] confusing LoGS error

All,

I came across an interesting error (and somewhat difficult to debug) error 
when running LoGS on a system here at UNM HPC.

Basically, the file LoGS was watching was "rolled-over", and after the 
roll-over, the permissions were such that the user running LoGS was unable 
to read the file.

I think I'll try to find a way to produce a more graceful error in this 
situation, but I thought I'd make everyone aware.
