 FWIW there is apt-cyg (https://github.com/transcode-open/apt-cyg). It's
not developed/maintained any longer but AFAIK it still works.

 Yes, it does. I've just done it in my existing Cygwin installation and it
downloaded and installed bc and Vim just fine.
