[lmi] ftp.wxwidgets.org unreachable

I'm trying to build lmi in an msw-xp vm, following the INSTALL
instructions. The build fails because the wx ftp site is
unreachable. I've never seen this happen before; is it a
temporary outage, or a deliberate change?

Of course, for production we're using git to fetch wx sources.
But I'm doing this as a proof of concept: if the vm can handle
everything I've been doing in native msw, then I need never
boot native msw again. I suppose I should try git (cygwin in a
vm!) tomorrow: that's a useful extra test.
