It is new: I can't reproduce it with my last wx-2.9.3 build, and
no wx-dependent code in lmi has changed since then.
But I was able to debug it.
Here's gdb output. As usual, there are *many* occurrences of
Invalid Address specified to RtlFreeHeap
and usually I do this:
handle SIGTRAP nostop noprint
in gdb so that I don't have to keep typing 'c' to continue, but
this time I chose to type 'c' over and over, and observed a few
diagnostics like this (which may have occurred in the past but
escaped my notice due to "handle SIGTRAP nostop noprint"):

I'm not sure what that means. Could it be a layout issue, which
WXXRC addresses appropriately AFAICT? Or could it that some
spincontrols demand more RAM than is available? Anyway, later on
(after typing 'c' many, many more times), the segfault appears,

And here's DrMinGW output, which is of course from a different
lmi session, but one with the same "Ctrl-N | I" testcase. It
is preceded by INT 3 ("ExceptionCode = 80000003") as we saw
the other day; no INT 3 event is observed in gdb, so this
supports your idea that this JIT debugger is issuing the INT 3
itself. The backtrace seems different than gdb's:
