Work around a 'sudo -E' issue
Applied the same technique as commit bb9e876ea, for similar reasons:
after
sudo -E -u "${NORMAL_USER}" ./lmi_setup_30.sh
the value of $HOME is '/root', so '~' does not expand
/home/"${NORMAL_USER}"
as desired.
