I know nothing about Windoze, but until someone with more expertize

It would seem that you have not succesfully registered with your
provider: 1-voip?

Start by examining [Preferences] -> [Sip Accounts]
and check all those entries. Different providers use differnt
terminology and it can be confusing.

If you can't get registered after chceking and experimenting with those
entries (use Edit), then go to the [Advanced] tab, and enable logs.
Try again and examine the resulting logs: it might help tie down what is
wrong, where.
