This is way beyond the scope of Linphone which is an end-user client,
but you will want to set up an IP softswitch/access gateway that
communicates directly with telecom providers in your country to pass
calls between your subscribers and theirs using SS7.

do this.
Contact the wholesale division of one of the large telecom providers in
your country and ask how you can connect your softswitch to their
network for subscriber call routing. Be prepared for an expensive price
quote for the service.
3. How many concurrent or simultaneous calls can your system handle.
That's up to the hardware you deploy as your softswitch. (Again, way
outside the scope of Linphone.)
