I was able to resolve this by updating linphone to 4.1.1 via the flatpak 
method. On Linux Mint I needed to do the following to install:

flatpak remote-add --if-not-exists flathub 
https://flathub.org/repo/flathub.flatpakrepo
flatpak --user install --from 
https://linphone.org/flatpak/linphone.flatpakref

Linphone can then be found in the "Internet" section of the Mint menu 
(ie. not with linphone on command line)).

I now have another problem relating to linphonecsh which I'll address in 
a separate message
