Thanks for replying.

Apparently the amount of my research is not nearly enough.  :)  I thought that if I download openH264 directly from openh264.org, then I would not need to get a separete license??  If I do need a license, where would I get it?

It just hit me: do you have a H264 license on that machine? I believe that codec requires one license per machine. That's why they encourage everyone to move to the VP8 format.

I know you've done a lot of research, but this could be easy to miss... so I just thought I'd mention it.

I managed to get open H264 loaded. SIP hand shake all seems well.  Now the error I am getting is much more cryptic to me (see below).  I am not sure what uiSliceMode is and how I can change its value.  Any ideas?
