Issue resolved. Looks like ubuntu requires the "-dev" version of libraries to configure. Installing libglew1.6-dev   resolved the issue. I am able to make and make install now.

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables GLEW_CFLAGS
and GLEW_LIBS to avoid the need to call pkg-config.
