'lilypond-book' is not recognized as an internal or external command,

operable program or batch file.

You need to run it with python.exe. See https://lilypond.org/doc/v2.25/Documentation/usage/command_002dline-preliminaries.html

(this applies to lilypond-book just like with convert-ly).
