Well, this system won’t code itself.  ;)

As with everything, there are orthogonal restrictions — the main three being: 
timeline, money, and result. If you want a good implementation in a reasonable 
amount of time, you’ll probably have to pay someone else to do it; if you want 
a really poor implementation of the system, you can likely get it done yourself 
but it may take time (cf. learning curve); etc.

I hope you find the right balancing point of those orthogonal restrictions!
