"recommends" makes sense, absolutely.In Fedora there's the concept of weak dependency, but I think it was introduced a few years ago.
Currently in Fedora lilypond is a hard dependency of frescobaldi: https://src.fedoraproject.org/rpms/frescobaldi/blob/master/f/frescobaldi.spec#_23I think I opened an issue in Fedora/Red Hat tracker some time ago, but I cannot find it anymore.
