I went back and re-installed 2.18.2 and 2.20.0 into separate folders and edited the Lilypond preferences in Frescobaldi.
You are no doubt right about the LibreOffice OOo-lilypond 0.4. I've still been using that for music in text documents.
Now the 2.18.2 version runs correctly.
The 2.20.0 version is listed in Frescobaldi's preferences with a correct full path, but there is a red "no go" symbol to the left of the line.
Of course, Frescobaldi reverts to 2.18.2 even if the version statement for 2.20 is specified. Also, 2.20.0 runs OK in a command window.
Here's the path I've specified: C:\Program Files (x86)\LilyPond 2.20.0\usr\bin\lilypond
I must still have something wrong...

Frescobaldi is able to handle several LilyPond versions at the same time.

The path I'm using for 2.20, for instance, is:
C:\Program Files (x86)\LilyPond\2.20.0\usr\bin\lilypond.exe
plus "Include in automatic version selection" checked.
(in Windows 10)
There you can the full path to the various lilypond executable files and
there's a tickbox "automatically choose LilyPond version from the source
file" so that Frescobaldi will pick the most suitable version depending on
your \version statement.
And you can set one LilyPond version as a default.
It's a good idea to incorporate the LilyPond version somewhere into the
path.
That way, Frescobaldi is quite good at handling different LilyPond versions
in parallel.
Are your LilyPond Preference settings resp. "LilyPond versions to use"
entries OK?

PS: 0.4 is either prehistoric or some 2015ish LibreOffice OOo-lilypond 0.4
version.
