You are right, but a bad behavior happens with 2.19 too. See:

Well, I investigated as well. I think that the only way to solve this is to use the combination


Y-offset + \offset + 2.19


As you can see, this seems to work in 2.19



And it doesn't work in 2.18.


As far as I know \offset doesn’t exist in 2.18.  It’s certainly not in NR 5.3
