Without having a minimal example, there’s not a good way to test this.  Helge was asked for one and never provided it.  Do you have one?

 

But it would seem that one could remove Piano_pedal_engraver from the Staff context and consist it to the PianoStaff context, in order to make it work well regardless of the Staff.
