No. A slur is not a tie. { c'4 ~ c'4 c' 2 } is performed and sounds like { c'2 c'2 }{ c'4( c'4) c'2 } even if it looks like a tie on paper, in LilyPond is a slur, not a tie. You'd better not write that if you want a tie.
