The only (hackish) way I could imagine would be to disable top-margin
entirely and instead put your "comfortable" top-margin as a \vspace in
a pageHeaderMarkup, that you may then conditionally disable depending
on the page number (using the two-pass mechanism, if at all possible).
… or, just cheat and create an invisible new \bookpart for that page.
But otherwise, margins are not known for their flexibility in
LilyPond.
